Public Administration and Innovation

Focus areas Defining innovation ● “An innovation is an idea, practice, or object that is perceived as new by an individual or other unit of adoption.” (Rogers 1952) ● CIS survey: “Product innovations must be new to your enterprise, but they do not need to be new to your market”. ● “Companies achieve competitive advantage through acts of innovation. They approach innovation in its broadest sense, including both new technologies and new ways of doing things” – (Porter 1990) ● “An innovative business is one which lives and breathes “outside the box”. It is not just good ideas, it is a combination of good ideas, motivated staff and an instinctive understanding of what your customer wants” – (Branson 1998) ● “...novel implementation of an invention, discovery, new or existing knowledge in economic process” (Joseph A. Schumpeter) ● An innovation is the implementation of a new or si...

The Rise and Demise of the New Public Management, 28 10

It is of particular interest in the post-autistic economics (pae) context because NPM largely rests on the same ideology and epistemology as standard textbook economics (STE) is based (for my take on this, see Drechsler 2000), and it has had, and still has, similar results. Already more on the defensive within public administration (PA) than STE is within economics, NPM also shows that such major paradigm shifts in theory and policy may actually happen. In addition, it occasionally appears that pae-oriented scholars have overlooked the fact that some features in public management reform, state organization, and the economic interpretation of state functions that they advocate from "Good Governance" to "efficiency" as a goal in itself actually belong into the...

Public International Law is a system of law

Why is this system unique? Usually law regulates relations between people, people and the state etc, PIL regulates relations between states. Thats why PIL is important for international relation students. PIL influences the life of everybody, it doesn't regulate people directly but indirectly (through the decisions of the states), because it's everywhere. It's like air. E.g. when you want to send a letter to Brazil, you put a stamp from your own country and send it from your post office and the letter gets delivered. Why is this so easy, because there are certain international conventions that regulate postal services. E.g. traffic signs are almost the same everywhere, why? Because of certain int conventions that require the states to have more or less unified traffic signs. States apply international regulations to national regulations and they...

Haldustraditsioonid Läänes

Haldustraditsioonid Lääne- Euroopas Seminaritöö 1 õppeaines Avalik haldus RIV6019 Erle Neeme 10.02.2017 Analüüsitav artikkel: Rugge, F. (2003) Administrative Traditions in Western Europe. - In Peters, G.P., Pierre, J. (eds) Handbook of Public Administration . Sage.

Tallinn

Tallinn English College English Sergo Vainumäe 9A TALLINN Report Supervisor: Inge Välja Tallinn 2006 Order of contents: 1.Introduction 2.Toompea 3.Lower Town 4.Kadriorg and Pirita 5.Museums 1. Introduction Tallinn, the capital of Estonia, lies on the Baltic Sea. It is on almost the same latitude east St. Petersburg in Russia, Stockholm in Sweden and Stavanger in Norway, and covers 158 sq km. Tallinn was first marked on a map of the world by the Arab geographer al-Idrisi in 1154, its name then being Kolyvan (probably derived from the name Kalev). In the 13th-century Chronicle of Henricus de Lettis the town was called Lyndanise. Later came Reval (presumably after the old county of Rävala), the name used by the Germans who ruled the country for seven centuries. Russians then modified Reval...

Education

Relaying my own experience is easy: I had a standard classroom approach, supplemented by inordinate reading. In only the briefest and least memorable instances did I receive any individual tutoring. Education is commonly thought of as the job of schools. Adults cry "educate our children!" Everyone has opinions about the best way to do the job. It is of urgent importance, and all the numerous factors are much studied, debated, and new (or old) ideas continually tested or retested. Some people say "it's as simple as . . . " and then name their pet peeve or passion. My view is not of an education specialist, but of one who loves sharing what I learn, and owes much to educators. Since I don't have an educational theory neatly worked-out, nor an outline of my perceptions, my intent is to addr...

Fiskaalpoliitika ehk eelarvepoliitika

While considering the government expenditure some problems arise. Firstly, the low level of government investment in relation to GDP. Another important problem of transition economies is their high level of social expenditures. At the same time the process of European integration makes important demands on the growth of government expenditures, which requires strengthening of public administration , increasing investments into infrastructure related to the environment etc. The extremely unfavourable demographic situation in Estonia and European integration require that government expenditures should be increased. Considering the requirement of a balanced budget, this may lead to a significant rise in the tax burden. An important question is also what the fiscal policy of the Estonian Government should...

Politoloogia ja poliitika

Politoloogia ja poliitika Poliitika (kr politike linna- või riigijuhtimiskunst < polis riik) tähendas algselt tegelemist linnriigi (polise) avalike asjadega ehk kodanike ühiste probleemidega. Selle eesmärk jõuda kõiki kodanikke rahuldava elukoralduseni üldise hüveni. Üldine hüve kreeka arusaamade kohaselt on võimalus elada Jumalatele meelepärast (vooruslikku) elu. Ethos... Epsiloniga ( ) tähistas ,,kommet", ,,uudsust" polises kehtivaid käitumisnorme, ,,moraalikoodeksit" Eetaga ( ) : eetika kitsamas mõistes inimese iseloom. Selline inimene ei järginud ainult käitumisreegleid, vaid püüdis teha head. Antiikeetika keskne idee: tõeline, õnnelik, õnnestunud (kordaläinud) elu. Antiikmõtlejad arvasid, et tunnetus on võimalik meelelise kogemuse kaudu. Aristoteles (,,Nikomachose eetika") Eetika avaldub inimeste käitumises, mis omakorda on seotud koduse majapidamise (oikos maja, kodu) ja poliitikaga. Eetika, ökonoomika ja poliitika m...

Scotland

klass 2008 Etymology Scotland is from the Latin Scoti, the term applied to Gaels. The Late Latin word Scotia (land of the Gaels) was initially used to refer to Ireland. By the 11th century at the latest, Scotia was being used to refer to (Gaelic-speaking) Scotland north of the river Forth, alongside Albania or Albany, both derived from the Gaelic Alba. The use of the words Scots and Scotland to encompass all of what is now Scotland became common in the Late Middle Ages. History Repeated glaciations, which covered the entire land-mass of modern Scotland, have destroyed any traces of human habitation that may have existed before the Mesolithic period. It is believed that the first post-glacial groups of hunter-gatherers arrived in Scotland around 12,800 years ago, as the ice sheet retreated after the last glaciation. Groups of settlers began building the first known permanen...

Connecting Ideas Logically and Effectively

UNIT 6 Connecting Ideas Logically and Effectively The aim of the section is to assist you to produce an effective topic outline: a skeleton of your document. If this stage of the production process is done properly all you really need are the language control techniques to connect your ideas logically and effectively. If you have a well documented list of techniques to connect your ideas effectively the writing process is less formidable. You will want to know how to join similarities, compare and contrast certain facts, introduce the next topic, offer a supporting idea, or refer to previously presented facts. You will also need to know how to present different shades of argument to produce logically a recommendation you wish to make. This requires an ability to emphasise certain facts and 'bury' others. However, all facts need to be linked to give a logical flow. This unit will give you language practice in...

Inglise keelt kõnelevate maade ajaloo eksamiküsimused

It is one of the most famous prehistoric sites in the world and is composed of earthworks surrounding a circular setting of large standing stones. The surrounding circular, earth bank and ditch, have been dated to about 3100 BC. Stonehenge was produced by a culture with no written language. Many aspects of Stonehenge remain subject to debate. There is little or no direct evidence for the construction techniques used by the Stonehenge builders. *The Celts in Britain and their legacy The Cets lived in Britain in The Iron Age. They were warring tribes who were battleful amongst themselves as well as inter-tribal war. They were not centrally governed. The Celts brought iron working, iron ploughs and metal swords, horses, wheels and chariots - all these things gave them an instant superiority over the native tribes. The Celts built a number...

Topic - London

Introduction London is the capital city of the United Kingdom and the largest urban area in England. The ancient City of London, to which the name originally belonged, still maintains its medieval boundaries, but the name "London" has long applied more to the whole metropolis that has grown up around it. London has been an important settlement for over two millenniums. It is also one of the world's leading business, financial and cultural centres and its influence in politics, education, entertainment and even fashion contribute to its status as a major global city. London is a major tourist attraction with four world heritage sites, several royal parks and numerous iconic landmarks such as the Houses of Parliament, Towe Bridge, the Tower of London, Westminster Abbey and the London Eye. 2. History Although there is some evidence of a permanent settle...

Social Problems

Social Problems Crime In the sociological field, crime is the breach of a rule or law for which some governing authority or force may ultimately prescribe a punishment. The word crime originates from the Latin crimen. When society deems informal relationships and sanctions insufficient to create and maintain a desired social order, there may result more formalized systems of social control imposed by a government, or more broadly, by a State. With the institutional and legal machinery at their disposal, agents of the State can compel individuals to conform to behavioural codes and punish those that do not. Various mechanisms are employed to regulate behaviour, including rules codified into laws, policing people to ensure they comply with those laws, and other policies and practices designed to prevent crime. In addition are remedies and sanctions, and collectively these constitute a crimi...

Introduction Tallinn, the capital city of the Republic of Estonia and of the Harju county, is a town in North Estonia on the coast of the Gulf of Finland. It has nearly half a million inhabitants and covers an area of almost 160 sqkm. It is also an important economic and cultural centre and one of the main ports in the Baltic States. Tallinn is one of the oldest cities on the Baltic Sea. It is unique for its well-preserved architecture from the 13-15 centuries. In contrast to the ancient town-walls and towers, Tallinn of today offers modern hotels, restaurants, sport and cultural centres. Every five years national song and folk dance festivals take place in Tallinn. The yachting regatta of the 1980 Moscow Olympic Games was held at Pirita. History Tallinn means in English "Danish town". The place is believed to have been settled by Finno-Ugric people about 2500 BC.
