BARRIERS TO DISTRICT HEATING DEVELOPMENT IN SOME EUROPEAN COUNTRIES Abstract District heating (DH) offers low primary energy demand, high security of supply and small CO 2 emissions. Barriers to DH in the UK, Ireland, France, Romania and the Czech Republic have been compiled through publications and interviews. DH systems require large investments, have negative initial cash flow and long payback time, which obstructs financing. One actor should control DH from source to consumption. If the value chain is fragmented, contracts are required between the links. It increases risks and financing costs, like in the UK and Ireland, where DH is not established. There are few multi-

The Review Twilight is the story of Edward and Bella's romance. Forget any vampire romance you have read before, Twilight is so unique it is almost like it's in its own genre. The book is marketed at Young Adult readers but it has the ability to cross age barriers and will satisfy both teenagers and adults alike. The story is told in first person from the perspective of Bella, so the reader only ever know what she knows, making Edward and his family a mystery that is slowly unravelled through out the book. Recent examples in the NHS in England have included merging regulators to facilitate joint inspection of health and social care providers; extending incentive payments to providers to encourage and reward joint working; and developing integrated mental health services across health and social care (see case study on page 5). To date, discussions about improving service integration have typically focused on breaking down barriers across service providers. Integration can also involve coordination across commissioners and providers (Lewis and others, 2010). Current policy has rejected this approach (Department of Health, 2010), however, the development of GP commissioning consortia provides an opportunity to develop new forms of care and encourage increased integration via the involvement of secondary care clinicians alongside primary care teams (Ham and Smith, 2010).
The Customs Union of Russia, Belarus and Kazakhstan is the first successful example in regional economic integration between countries of the former Soviet Union, according to EBRD economists. EBRD economists believe that previous attempts towards economic integration in the post-Soviet space, such as CIS free-trade agreement, created little actual integration. However, the Customs Union has in fact introduced mechanisms of trade integration, particularly by lowering non-tariff trade barriers. Potentially the union can bring further benefits such as improved cross-border infrastructure and strengthened institutions. Since the creation of the union, trade among the three countries has doubled.
