The High Court of Impeachment
may be convened for cases dealing with criminal charges against the President of the  Republic , a 
justice of the Supreme Court, a  member  of the  Government , the Chancellor of Justice or the 
Ombudsman  of Parliament. 
Lay judges in Finland
The District Courts have lay members or "Lay Judges"
Composition is: ordinary judge + 2 lay judges
Appointed for 4  years
Lay Judge must be: Finnish citizen, age  between  25-63 and  cannot  have  positions  in the courts or 
penal  institutions .
District Court pay fee and reimburse them.

The basic structure of the United Nations is outlined in an organizational chart. What the structure does not show is that decision- making within the UN system is not as easy as in many other organizations. The UN is not an independent, homogeneous organization; it is made up of sovereign states, so actions by the UN depend on the will of Member States, to accept, fund or carry them out. Especially in matters of peace-keeping and international politics, it requires a complex, often slow, process of consensus-building that must take into account national sovereignty as well as global needs.

1.Common law A common law legal system is a system of law characterized by case law which is law developed by judges through decisions of courts and similar tribunals a common law system is based on legal precedents. The roots of the common law legal systems can be traced back to the first common law system created in England during the Middle Ages. Today, most countries that once had ties to England, including the United States, Australia, New Zealand, and Hong Kong, to name a few, operate under common law. Aside from Great Britain, the majority of the countries in Europe operate under a version of civil law modeled after the Roman legal system created centuries ago In a common law system, the law is created by precedents set after judges decide actual cases.
