This is intended to give Committee members more information on which to make their decisions. The minimum number of Members in a committee is 16 and the maximum is about 50. The proportion of Members in a Public Bill Committee mirrors the political parties' strengths in the Commons, so there is always a government majority. Reports Public Bill Committees examine each Bill line by line. Once a committee has finished looking at a Bill, it reports its conclusions and any amendments made to the Commons, where Members debate the Bill further. The Bill is printed again with the amendments made by the Public Bill Committee; this is publicly available in printed and online formats. Although the Lords do not meet in Public Bill Committees, they have a report stage to allow further consideration of Bills. Other General Committees Additional General Committees exist to debate matters in specific areas, such as the Scottish

appointed by the President with Senate approval, interpret laws and overturn those they find unconstitutional. The United States Constitution is the supreme law of the United States of America. Since the Constitution came into force in 1789, it has been amended 27 times to meet the changing needs of a nation now profoundly different from the eighteenth- century world in which its creators lived. In general, the first ten amendments, known collectively as the Bill of Rights, offer specific protections of individual liberty and justice and place restrictions on the powers of government. The majority of the seventeen later amendments expand individual civil rights protections. Others address issues related to federal authority or modify government processes and procedures. Amendments to the United States Constitution are appended to the end of the document.

2. First reading: This is a formality; no vote occurs. The Bill is presented and ordered to be printed and, in the case of private members' bills, a date is set for second reading. 3. Second reading: A debate on the general principles of the bill is followed by a vote. 4. Committee stage: This usually takes place in a standing committee in the Commons and on the Floor of the House in the Lords. The committee considers each clause of the bill, and may make amendments to it. 5. Consideration (or report) stage: this takes place on the floor of the House, and is a further opportunity to amend the bill. Unlike committee stage, the House need not consider every clause of the bill, only those to which amendments have been tabled. 6. Third reading: a debate on the final text of the bill, as amended. 12 7

A further reform, which increased the established parties' comparative advantage over their opponents concerned the requirements that are obliged to fill in order to participate in Duma elections (Lemaître 2006: 287). For the 2007 election, the number of signatures required was set at 200,000. Parties also had the opportunity to pay a deposit of 60 million rubles. Although party, which already had deputies in the Duma , was relieved from these demands. Following amendments to the law were made in 2009, when the number of required signatures was brought down to 150,000 (Article 8). Following these reforms, Russia's party system now definitely looks more similar to those in established democracies. New laws have significantly reduced the number of competing parties, and those that have remained, have considerable representation in national scale. Yet, there are several reasons to believe that the vision of more stable party system rests on the

The Parliament may reject the Council's text, leading to a failure of the law, or modify it and pass it back to the Council. The Commission gives its opinion once more. Where the Commission has rejected amendments in its opinion, the Council must act unanimously rather than by majority. If, within three months of receiving Parliament's new text the Council approves it, then it is adopted. If it does not then the Council President, with the agreement of the Parliament President, convenes the Conciliation Committee composed of the Council and an equal number of MEPs (with the attendance as moderator of the Commission). necessary to use different solutions or to great another framework. In conclusion, patent law is undoubtedly too rigid to regulate patenting of extreme interdisciplinary technology, thereby ensuring effective protection and natural growth. Potential solutions are alleviating the situation and do not eliminate problems, mainly because of the upstream research over-patenting by universities and private enterprises. It is too late to make fundamental amendments in patent law, primarily due to previous over-patenting, where patents in complex patent sets are potential litigation source and would make situation more unstable. 33 KASUTATUD KIRJANDUS 1.
