law. Descriptive law – describes the way people or natural phenomena behave, e. g. law of gravity Prescriptive law – prescribe how people ought to behave e.g. speed limits In all societies relations between people are regulated by prescriptive law; customs (informal rules of social and moral behaviour); rules we accept if we belong to a particular institution (religion, organization); laws imposed on people by a government Penalties for breaking the rules are different. For not following the customs there may not be a punishment, or a person may be criticized by the society; rules of a social institution tend to carry precise penalties but they are not enforceable by any political authority; however governments use a system of courts backed by the power of the police to enforce the laws they have made. The relations between people are regulated by a combination of all these rules.

Essee, Homelessness

Many of these people have severe mental disorders. Some are victims of an economy that has failed them. The homeless are in need. As fellow humans we are obligated to help those in need. They are not only in need of money, but they are also in need of our attention and our support. In the past fifty years the United States has invested more money in helping the homeless people than any other country in the world. The result is that we have more poor people now and more people dependent on the government than we did fifty years ago. The welfare program in our society has failed. The illegitimacy rate of welfare when it first was introduced was one fourth of what it is today. It has driven fathers out of families and caused mothers to become dependent. It has taken away people's dignity and has brought child abuse to our society. Better programs must be created if we want to help homeless people. When people choose to be homeless, they do so because they feel separated from mainstream society

Highlands and Lowlands, and a large number of royal minorities. Modern history In 1603, James VI King of Scots inherited the throne of the Kingdom of England, and became King James I of England, and left Edinburgh for London. With the exception of a short period under the Protectorate, Scotland remained a separate state, but there was considerable conflict between the crown and the Covenanters over the form of church government. After the Glorious Revolution, the abolition of episcopacy and the overthrow of the Roman Catholic James VII by William and Mary, Scotland briefly threatened to select a different Protestant monarch from England. On 22 July 1706 the Treaty of Union was agreed between representatives of the Scots Parliament and the Parliament of England and the following year twin Acts of Union were passed by both parliaments to create the united Kingdom of Great Britain with effect from 1 May 1707.

The Palace of Versailles / Versailles' loss

THE PALACE OF VERSAILLES Versailles is one of the largest royal palaces ever built. This huge and magnificent palace started as a hunting lodge that was built for King Louis XIII in 1624. The small lodge was the beginning of an extremely huge palace that would cost the French government more then they could imagine. It is located in the city of Versailles, in northern France, 16 km southwest of Paris.  In order for Louis to have such a wonderful place he hired an architect named Louis Le Vau and a painter named Charles Le Brun. These two men made plans to build a palace that would, including gardens, cover a total of 37,000 acres. When this was completed, the king, decided it was not enough. Jules Hardouin-Mansart was

Toompea lossi inglisekeelne kirjeldus

This is Toompea Castle. The history of Toompea is actually the story of rulers and power in Estonia. The times and rulers changed and so did power and mentalities – each new ruler built and fortified this place according to his needs and taste. Today, visitors to Toompea can find here buildings mostly dating from three periods: the medieval order’s stronghold with its impressive western wall and towers, the most well-known of which is the tower of Tall Herman; the Russian-era government administration building with a facade representing classical styles and opening onto Castle Square; and the building of the Riigikogu, which originates from the time of the First Republic of Estonia and is hidden behind the walls of the castle Time has been generous to Toompea castle. The well-protected fortress has been almost impregnable. It has been spared big fires and, even more importantly, the palace has always had its masters

Spanish Succession (17011713). In both cases, the claims of the exiled House of Stuart were marginal to other causes of war, but were an important propaganda point in Great Britain itself, as both James II and James Francis Edward were accused of allying with foreigners to force Catholicism on the British people. One of the first traditions that appear in the chapter is ropedancing. Ropedancers are Lilliputians who are seeking employment in the government, for the performance, as a competitive examination, the candidates dance on ropes, or "a slender white thread, extended about two foot, twelve inches from he ground" (73); whomever jumps the highest earns a position in office. The people who currently hold office continue this tradition as well, in order to show that they have not lost their skill. There does not seem to be any desire for modification of this tradition; on the contrary, Gulliver seems to be entertained by the tradition.

recession in the second quarter of 2008. GDP contracted by 3.7% in 2009, ending a 16-year growth trend, and by another 0.1% in 2010, before turning positive in 2011, making Spain the last major economy to emerge from the global recession. The reversal in Spain's economic growth reflected a significant decline in construction amid an oversupply of housing and falling consumer spending, while exports actually have begun to grow. Government efforts to boost the economy through stimulus spending, extended unemployment benefits, and loan guarantees did not prevent a sharp rise in the unemployment rate, which rose from a low of about 8% in 2007 to 20% in 2010. The government budget deficit worsened from 3.8% of GDP in 2008 to 9.2% of GDP in 2010, more than three times the euro-zone limit. By restricting severely spending, Madrid cut the deficit to 6.5% of GDP in 2011

Since regaining independence, Estonia has pursued a tight fiscal policy, which requires restriction of expenditures, balancing expenditures with revenues as well as limited borrowing. The current paper examines those features that contribute to general government budget, both from the revenue perspective and from the expenditure perspective. As is known, the structure of government expenditures depends directly on the role of the government in regulating the economy. While considering the government expenditure some problems arise. Firstly, the low level of government investment in relation to GDP. Another important problem of transition economies is their high level of social expenditures. At the same

The USA

In 1776, the Continental Congress decided to break away from England, form an alliance with France, and form a Union of the colonies. Thomas Jefferson wrote a Declaration of Independence. It was adopted on July 4. This meant war. Britain lost the war and lost America. It recognized the United States as a separate country in 1783. When Independence was declared in 1776, the 13 colonies became 13 States. In each State, the elected Assembly became the basis for a democratic government. Throughout the 1800s, new States kept joining the Union. And America kept gaining new territories. Soon it stretched all the way to the Pacific Ocean. While America expanded to the west, the Northern and Southern States argued over whether slavery should be allowed in the new western States. In 1860, Abraham Lincon was elected President. He was against slavery and promised to stop it from spreading any further. 11 Southern States decided to break away from the Union

designate anyone to do it. Locke explains that even if we do not have rulers on the Earth, we have the ruler in heaven. (Wolff, 1996) Rousseau believes that it is impossible to live without the state. To opposite this belief, anarchists insist that we offer the state as a way against antisocial behaviour, but mainly they think that the state is the reason of that kind of behaviour. (Wolff, 1996) Who should rule? Which should the government be? Who should rule? There are a lot of different theories about the problem of power. Every society finds the best one for themselves. We must ask, who has the right to rule? There are several reasons how people get political power. (McLaughlin, 2010) Firstly, from nature. It means that person will get the right to rule from the moment he or she was born. This way the right is natural and legal. (McLaughlin, 2010) Secondly, from force. Estonian Independence Day

The organised, peaceful demonstration achieved its goal when, on April 12, the Russian Provisional Government signed the Law on Estonian Autonomy, which united the Livonian counties of Tartu, Võru, Viljandi, Pärnu and Saaremaa with Estonia. For the first time an Estonian, Jaan Poska was appointed as a Provincial Commissioner of Estonia. A six-member Provisional National Council, the Maapäev, was formed. The Maapäev appointed a national executive that began to organise and modernise local government and educational institutions. Prior to its forceful dissolution by Bolshevik authorities, and the foreseeable invasion by German forces, the Maapäev took a decisive step toward sovereignty by declaring itself the supreme authority in Estonia on November 15, 1917. Independence Proclaimed The elections to the Estonian Constituent Assembly were held on February 3-4, 1918. Most needed professions in Estonia in 21st century

The second most needed profession is connected with computers. More growing computer using and replacing jobs with robots and computer programs leaves some people without jobs. But companies need somebody to look after the computers and computer repairmen who know how to fix the computer problems. There are viruses computers and hackers who try brake in computers and all companies computers need to protected from those threats. The third most needed profession is a good government employee. People want some changes in their lives, but government employees think only about, how to earn more money. They have to think first about people and then about themselves. Estonia's most needed professions are likely the same as in other developed countries. I think that modern society needs more professions who know how to use new technologies, and toctors who help we make our life better.

In order to accomplish this, the central government has treated private forestry sympathetically through several policy instruments. In the early postwar period, the government subsidized half the planting cost in order to rapidly reforest areas destroyed in the war. Afforestation on bare land was completed within a decade, and then reforestation from natural to artificial forest came to be regarded as important. This development has resulted in political, social and religious conflicts, as well as evolving governmental and constitutional institutions. The early political history of the British Isles is the story of four independent countries (England, Scotland, Wales and Ireland), but a dominant English political and military expansionism over the century. Near the end of the Middle Ages, the role of government in England underwent many changes. From the Magna Carta to the creation of the English Parliament, England laid the foundation for representative government and regulated sovereignty. The Magna Carta clearly defined the ancient rights and privileges of the people 1. It established the principle that the king no longer had absolute control, and prevented English rulers from taking advantage of their subjects. Later, England would institute a Parliament to allow

Public education is universal at the primary and secondary levels (known inside the United States as the elementary and high school levels). At these levels, school curricula, funding, teaching, and other policies are set through locally elected school boards with jurisdiction over school districts. School districts are usually separate from other local jurisdictions, with independent officials and budgets. Yet in Estonia our school system mainly stands on government. Public schools gets their funding from government and it's controlled directly by the municipal government. Only private schools are self funding and are quite independent, exception is learning program of course. Similar are school boards, what are also locally elected. In USA compulsory education requirements can generally be satisfied by educating children in public schools, state-certified private schools, an approved home school program or in an orphanage

On 13.05.1787 11 ships set sail from Portsmouth. 759 convicts were on board, most of them guarded with Captain Arthur Philip in command. The reason for founding a colony in Australia wasn't the riddance of unwanted people. The British may have hoped to found a naval base in the Pacific, sources of timer and flax. They arrived on 26.01.1788. Things were hard for them and food was short.

The Internet and Social Order

potentially dangerous content that could pose a threat to public safety? In my opinion there shouldn't be any kind of information that could danger people available online e.g you can easily find instructions how to build a bomb (smoke bomb, atomic bomb) http://www.youtube.com/watch?v=rUakUPkbpU checking in online (e.g on facebook) shows where you are at the moment and that makes it easy for the burglars to know when you're away from home. Do I think the government has any right or reason to monitor people's online activity? The government should find out about potential threats online but should still let people keep their privacy (e.g they shouldn't check people's emails who aren't suspected of anything) e.g People writing to each other about criminal activities People posting videos of shoplifting and not get caught etc Do I suport the idea that anonymous comments under online articles should be done away with?

REPORT

The situation at Poku is satisfying. Water and noise pollution is low because there are no cities around here. Wildlife is good and getting better because we have beautiful forests near Poku which gives good living and development places for wild animals. Paper and glass recycling is well organized. We have paper and glass containers and workers are cleaning them daily basis. Due to the fact that overall life in Poku is good we still have some problematic things to consider. Nowadays government has started to cut trees near Poku. This affects development of animals living in these areas because it takes away living areas of these animals. Air pollution is also rising because of overall pollution coming from distant cities and from cars that tourists use to visit the area. People who are visiting Poku are also leaving too much trash behind. Plastic and chemicals recycling is also problematic because right now there is little ways to recycle them.

What methods should parents and governments use to tackle obesity in schoolchildren?

What methods should parents and governments use to tackle obesity in schoolchildren? At the beginning of 21st century obesity amongst has become a major issue in many highly developed countries such as Germany and United Kingdom. Kids are participating in less physical activities then before and food that has high sugar and fat content is easily accessible for them. Thanks to modern day society it does not seem like the rates are going down themselves any time soon. What could government and/or parents do to make youngsters lifestyle healthier? One approach that parents should consider is to influence their children to part-take in a heathy lifestyle. It is probably true to say that kids who are used to eating junk food and low physical activity are more likely to become overweight sooner or later. By changing living habits and stepping up as good role models parents should adapt food that is beneficial and doing sports into normal everyday life

Estonia topic

Estonian GDP grew by 6.4% in the year 2000 and with double speeds after accession to the EU in 2004. The GDP grew by 7.9% in 2007 alone. Increases in labor costs, rise of taxation on tobacco, alcohol, electricity, fuel, and gas, and also external pressures (growing prices of oil and food on the global market) are expected to raise inflation just above the 10% mark in the first months of 2009. In the first quarter 2008 GDP grew only 0,1%. The government made a supplementary negative budget, which was passed by Riigikogu. The revenue of the budget was decreased for 2008 by EEK 6.1 billion and the expenditure by EEK 3.2 billion. 1 Estonia joined the World Trade Organization in 1999. A sizable current account deficits remains, but started to shrink in the last months of 2008 and is expected to do so in the near future.

While we don’t want to question this wonderful theory, there is an alternative version which says that Toompea is just a naturally formed limestone hill. ● It’s the birthplace of Tallinn - in 1229, the Knights of the Sword built a fortress - Toompea castle. It’s the most potent symbols of the reigning power. Today it’s the seat of the Government of Estonia as well as the Riigikogu. ● Tall Hermann is one of the towers around the Toompea Castle. It’s 49-metres high watch-tower from the year 1371. Viewing platform, to get on top you must take 215 steps. Whoever’s flag is on top of this tower is the ruler of Estonia. (There have been German and Soviet flags). Today the estonian flag is hoisted every day at sunrise and lowered at the sunset, except at midsummer when it’s not lowered at all on the night of June 23.

Terrorism and fighting against it

Terrorism is most common in nations with the average political freedom, and is least common in the most democratic nations. In some cases, terrorism has been a means to carry on a conflict without the antagonist realizing the nature of the threat, mistaking terrorism for criminal activity. Because of these characteristics, terrorism has become increasingly common among those extreme goals throughout the world. But despite its popularity, terrorism can be a confusing concept. Even within the U.S. Government, agencies responsible for different functions in the ongoing fight against terrorism use different definitions. The United States Department of Defense defines terrorism as "the calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological." The FBI uses this: "Terrorism is the unlawful use of

Giving opinion

4. If you ask me, _______ 4.0 GIVING YOUR OPINION ABOUT A TOPIC 4.1 Expressing a strong opinion In my opinion, fashion is a complete waste of time, money and resources. In my opinion, there's only one choice - English! In my view, government money shouldn't be used to support the Arts. In my reckoning, if we could lock up juvenile criminals, they'd learn that they couldn't get away with it. I strongly believe in preventing problems before they happen. In much the same way as the Japanese prepare for earthquakes, countries with dry climates could have water catchment systems and reservoirs to defend against water shortage.

Tibetan people and some other ethnic groups. With an average elevation of 4,900 metres, it is the highest region on Earth and has in recent decades increasingly been referred to as the "Roof of the World". In the history of Tibet, it has been an independent country, divided into different countries, and a part of China each for a certain amount of time. Tibet was first unified under King Songtsän Gampo in the seventh century. A government nominally headed by the Dalai Lamas, a line of spiritual leaders, ruled a large portion of the Tibetan region at various times from the 1640s until 1950s. During most of this period, the Tibetan administration was subordinate to the Chinese empire of the Qing Dynasty. The 13th Dalai Lama proclaimed Tibet independent in 1913, but this declaration was not accepted by China. Furthermore, Tibet was not recognized by any country as a de jure independent nation. Monopoly paper / DeBeers monopol

Nowadays DeBeers have many substitutes and that is the reason why they are not a pure monopoly, but they are definitely nearly one. This is because the firm still has the bulk of world sales and controls 45% of world diamonds market. This paper examines these monopoly characterises, also how and why DeBeers diamonds monopoly still exists and what benefits they give the world. Also how the firm handled the problems which resulted from new government regulations to make the diamond industry more competitive.
