While being close to the city centre, it still has a remote area atmosphere to it where people could enjoy the seaside and views in a car-free environment. While not officially a public beach, the locals have still put in great effort into keeping it a clean and enjoyable public area (Klementi, 2011). In August 2015 historic Kalarand beach was fenced by Pro Kapital and public was denied access despite laws against such conduct. The action of Pro Kapital, one of the leading real estate developers in Estonia, is reminiscent of Soviet times when citizens where denied access to seaside. In order to solve the situation, both lawfully and justly, the city council should go to court against Pro Kapiatal. Tallinn is known for its picturesque seaside silhouette, surrounded by multitude of beaches, but Kalarand was the only beach within the city and closest place to the seafront next to the Old Town. Over the years Kalamaja district has become a popular cultural district of Tallinn

History Tallinn means in English "Danish town". The place is believed to have been settled by Finno-Ugric people about 2500 BC. It was first marked on a map of the world by the Arab geographer al-Idrisi in 1154. The Estonians were the first to build a stronghold on the spot of the Toompea Hill, but the real Tallinn was built by the Danes who conquered the north of Estonia in 1219. Legend has it that one day, when the Danes were about to lose a bloody battle, the sky suddenly opened and a red flag with a white cross on it dropped down upon them from the heaven. This is how the Danes obtained their national flag. In 1346 the Danish king sold his Estonian lands to the Teutonic Order, who a year later resold them to the Livonian Order. The Germans renamed Tallinn and called it Reval.

Much DH is produced at the expense of electricity that is considered more valuable, and waste incineration is not popular. In Romania, DH consumption was reduced by one-half. Consortia from established DH countries could offer DH systems from fuel to customer if local policies facilitate DH development. Introduction This paper describes barriers to district heating (DH) in various parts of Europe and to Swedish involvement in district-heating business abroad. The paper is based on a report called "District Heating in Europe: Barriers to overcome for Swedish export" , which was prepared for The Swedish District Heating Association. The losses by energy conversion in Europe are of the same magnitude as the European heat demand and consist mainly of heat that is wasted by electricity generation
