They evolved a culture endorsed by agriculture and hunting. Of course the Maori were warriors as well. They had inter-tribal battles, mostly over territory and the losers became slaves or food. Regardless of that they are historically not to be considered as cannibals. There was only one tribe that were, other tribes just kept the heads of their defeated to secure their mana or enemy's power.
