The most effective way of staffing for Daffodils Games & Publishing would probably be the
combination of locals and expatriates. As the company is small and with a limited  budget  the 
chosen method must be both economical and effective. 
Since  the  entry  mode chosen was exporting, the  best  way to maintain  the low budget would 
be to mainly  hire  locals together with few expatriates. As the  market  of entering is a  foreign country
(Nigeria) there  would be needed to hire locals of the new country in the  sales , marketing and  legal  
departments.
The locals should be  hired  as sales representatives and agents  as they  know  the culture, 
methods to approach  the possible customers and the  needs  of the  market  of the new country. Their 
tasks would be the  direct   selling (i.e.  door -to-door selling, attending fairs and trade shows) and also 
meeting  with the potential retailers and vendors, who could start selling Daffodils  products . The 
sales manager should be an expatriate, who has  experience  in the sales field and knows the products
and the company. The expatriates could be used to train the locals to become the sales 
representatives and agents. In that  case  there would not be a need to raise the training costs. 
As countries have  different  legal systems the persons hired to the legal  department  have to 
be familiar with the  local   laws  for sales and trading and also with the local  labour  law. The best way
to be ensured of that is to hire local  staff  to make  sure  the paperwork and legal side is  correct  and 
according to the law.
To succeed entering the new market the marketing department would need to hire locals as 
they know the Nigerian market and are  able  to create  suitable  and succesful marketing  plans  and 
stategies to enter the market and  increase  the sales of the company. This is a department that may 
also hire an expatriate, who is acquainted with the new market and has marketing background and 
experience to work together with the local staff.
As entering a new market is expecting to enlarge sales, the  production  department in Ghana  
should be augmented, to be able to  supply  both the old and the new market. Since all the production
takes  place  in Ghana, the staff employed can be from the Daffodils' origin country and can be 
trained by the  current  workers. 
Daffodils Games & Publishing is a small company that needs to maintain its budget in the 
staffing department. Since hiring many expatriates can be  expensive  and they may not have that 
good knowldge of the entering market that well, the best solution for the company would be to 
combine the locals with the expatriates. Using few expatriates, that have experience and knowledge  
of the fields together with locals who know the culture, needs of the market and ways  to approach 
its potential clients would be the most effective way to  keep the budget low and to succeed entering 
the new market.
