Much DH is produced at the expense of electricity that is considered more valuable, and waste incineration is not popular. In Romania, DH consumption was reduced by one-half. Distribution losses are enormous. New less polluting plants are needed. Consortia from established DH countries could offer DH systems from fuel to customer if local policies facilitate DH development. Introduction This paper describes barriers to district heating (DH) in various parts of Europe and to Swedish involvement in district-heating business abroad. The paper is based on a report called "District Heating in Europe: Barriers to overcome for Swedish export" , which was prepared for The Swedish District Heating Association. The losses by energy conversion in Europe are of the same magnitude as the European heat demand and consist mainly of heat that is wasted by electricity generation . District heating is a means to utilise such surplus heat to cover heat demand.

Kuressaare castle

1971-72. In 1559 Bishop Johannes V Münchhausen sold his property in Saaremaa (Oesel) and Kurland to the Danes. The Danes modernized the defence systems of the castle. 1981.Tõnu Kaljuste and Estonian Philharmonic Chamber Choir are worked with these famous composers : Arvo Pärt, Veljo Tormis and Erki-Sven Tüür, who is from Hiiumaa. Estonia

Then began a long chain of occupation and control by foreign powers. In the 1200s the German crusaders converted Estonia into a Christianity by force and took control over South Estonia. In 1219 Denmark conquered Northern Estonia. About a century later, in 1346 Denmark sold its territory to Germany. By the 1500s German nobles owned much of Estonia's land. After the Livonian War (1558-1583) the northern part of Estonia went under Swedish control, the southern part belonged to Poland and the islands to Denmark. Only in1629 the whole mainland Estonia became subject to Sweden. Under Swedish rule the University of Tartu was founded in 1632 and also the oldest school working on the same premises was founded in Tallinn (GAG).After the Northern War (1700-1721) Estonia became a province of Russia. During that period the gentry of Baltic-German origin prevailed in Estonia. They kept estates in Estonia until 1919.
