When the first newspapers appeared, they were just a part of small businesses, whose goal was to make money by selling the reports of recent events. People bought the papers to stay up to date or read something interesting about a distant occurrence. However the businesses soon changed into not only covering the recent news, but also politics and viewpoints of different people. The newspaper publishers had changed from selling news to being dealers of public opinion. (Habermas, 1991). The readers had no doubt to question the content of newspapers and it quickly became obvious that they were a powerful weapon to shape a public opinion, even when the content was not true. One of the most famous cases of exploiting the media and called to be one the biggest lies in
centuries. Does that nullify the histories? Siobhan Kattago has advocated for pluralism in politics and historical interpretation. She wrote that mankind must recognize, tolerate, and even respect different understandings of history. We must find points of common interest, yet respect cultural differences. She suggested that it is possible for two or more right versions of history, multiple truths, to exist side by side, at least to the point that we can recognize them as valid viewpoints.3 In my opinion, attaining this evenhanded analysis of the past is one of the main priorities of Estonian historical research. Historians must take a balanced look at all the sources, considering others' points of view. Indeed, this is essential to historiography in general, that historians remove themselves from their own passions and narrow outlooks to see things the way his or her subjects saw them, consider what biases he or she was

According to the empirical data the author drew a conclusion that the local people is waiting for a segment of the domestic tourists. Foreign segments are also welcome, but Estonians want to visit and local Estonians want to greet domestic Estonians in their homes. This special kind of tourism includes accommodation, catering and entertainment. It also connects the historical resort heritage to modern spa opportunities. Therefore the problem of the thesis, theoretical viewpoints and empirical conclusions are harmonised. As the result of the thesis is the initial resort concept that count to the interests of the segment of Estonian domestic family tourists. The concept is an answer to the profile of the selected segment and is suitable for local people. The thesis is ment to be the discussion object in theoretical disputations, as a prototype of the resort concept.
