Values – this is a set of beliefs that are shared amongst the shareholders of the organisation. This is the framework and basis on what all decisions should be made. Mission – the mission defines the fundamental purpose of the organisation, why it exists and what it does to achieve its vision. Strategy – the strategy itself it how the organisation intends to meet its vision what goals are set, what policies will they use. (Verplaetse, 2008). Since 9/11 and the following fight against terrorism it became clear that the Bush administration thought of torture as something justifiable while it goes against all possible agreed upon treaties and conventions. One could indeed possibly think of situations that could serve as an exception to the prohibition of torture but these hypothetical situations can hardly relate to real situations. The ticking bomb argument looks at the hypothetical case where a leader of a state is asked to give their permission to torture a captured rebel leader because he (probably) knows the locations of a few explosives that are spread around the city in different apartment buildings. In case they are not found within 24 hours, they will explode and many will be left dead (Walzer, 1973). Is it justified to torture this person to find out where the bomb is? What makes a good leader? There are many different leadership theories and opinions about characteristics and skills that leader should have. The Great Man Theory declares that the leaders are born not made, but the another theory claims that some people just have more leadership gifts than others. It's good to know leadership theories because the better you know them, the better you are likely to lead. If you want to succeed in your career or business, it is important to be the leader in your field. Leaders need clear sense of their calling and they need to be curios about it to notice new things. Nevertheless good leaders have to remember that they don't know everything. There are general characteristics that good leader should have. Bill George thinks also that leadership is not about skills, but about leaders character. He said that it is important to have sense of purpose,
Education is commonly thought of as the job of schools. Adults cry "educate our children!" Everyone has opinions about the best way to do the job. It is of urgent importance, and all the numerous factors are much studied, debated, and new (or old) ideas continually tested or retested. Some people say "it's as simple as . . . " and then name their pet peeve or passion. My view is not of an education specialist, but of one who loves sharing what I learn, and owes much to educators. Since I don't have an educational theory neatly worked-out, nor an outline of my perceptions, my intent is to address each educational ingredient that comes to my mind. After I've said what I think about each topic, readers may have a fair comprehension of my philosophy. First comes sensitivity. If a person be insensitive, be it from numbing cold, exhaustion, drugs, genetic makeup, or upbringing, then the process of education is bogged down, and
in governmental jobs- it helps to attract, motivate and retain qualified workers in the field. Success of pay-for performance tool has been discussed in many ways. Some researchers like Murphy and Cleveland (1995) support the success stories brining out examples why it is necessary, some like Ingraham (1993) are not that optimistic about it and draws attention on its negative effects. To tell weather pay-for performance is good or a bad “thing” we need to discuss positive influence and negative impact of it and weight the results. Next discussion based on different scholars articles (Mogultay 2006, Hays 2010, Weibel et al. 2009) helps us to to that. What pay-for performance aims to do, is that it should boost public sector performance, as it does in private sector. The aim is to affect and motivate civil servants in a way, that they make “better” decisions
