France is a unitary semi-presidential republic with its main ideals expressed in the Declaration of the Rights of Man and of the Citizen . France is the 19th most populous country in the world. France's largest cities are Paris, Marseille, Lyon, Lille, Toulouse , Nice, and Nantes .
