Dear Sir/Madam, I am writing to express my disapproval of the Westwale Councils decision to sell the land of the Longheath Park. In my opinion, this is a terrible idea which will have many disadvantages for our town. Firstly, if the park is sold to the property developer, he will built an estate of 50 houses on the land. As a result, there will be no open spaces left. Therefore, children will not have a chance to play freely, and people will have nowhere to walk their dogs or ride their bikes. Secondly, there will be less green areas in town

Rahvusvahelisel tasandil on samuti äärmiselt vajalik hea koostöö ELi ja Venemaa vahel, Euroopa Liit käivitab uuesti läbirääkimised, mille eesmärgiks on sõlmida kahepoolne kalastuskokkulepe. for Scotland, who sits in the Cabinet of the United Kingdom, the current incumbent being Jim Murphy. Administrative subdivisions Historical types subdivisions of Scotland include the mormaerdom, stewartry, earldom, burgh, parish, county and regions and districts. The names of these areas are still sometimes used as geographical descriptors. Modern Scotland is subdivided in various ways depending on the purpose. For local government, there have been 32 council areas since 1996, whose councils are unitary authorities responsible for the provision of all local government services. Community councils are informal organisations that represent specific sub- divisions of a council area. For the Scottish Parliament, there are 73 constituencies and eight regions. For the Parliament of the United Kingdom, there are 59 constituencies. The Scottish fire brigades and police forces are still based on the system of regions introduced in 1975

de facto predominance. The most important organ of Baltic German local government was the Diet, consisting of all the noble families who had been `selected' in a list of the eligible. Although jealously guarding their privileges, the knighthoods still never became entirely closed. Between sessions of a Diet, the legislative power of the knighthoods belonged to the Council of the Diet. The towns were governed by the Town Councils, which supplemented their ranks from among the representatives of merchants and lawyers. The citizens and the inhabitants of a town did not coincide -- most of the population had no civic rights. The lower class mainly consisted of Estonians. While an special status secured the supremacy of the Baltic knighthood and the German upper classes in towns, it considerably aggravated the legal and social situation of Estonians. It can be said

hoping to gain education and assistance necessary to develop the resources of their lands and become self-sustaining. Generally, the Indians are still proud of their traditions and heritage, and many of them resist giving them up or allowing them to be submerged or corrupted by white civilization. But Indians generally also recognize that their standards of living must be raised. Without giving up their unique cultural heritage, they have organized into tribal councils to try to help the federal government settle on long-range programs of education, health services, vocational training, resource planning, and financial credit. He or she is elected by Riigikogu, with two-thirds of the votes required. If the candidate does not gain the amount of votes neded, the right to elect the president goes over to an electoral body, consisting of the 101 members of Riigikogu and representatives from local councils. 16.Conclusion Estonians are a people who are very proud of who they are and what they do. The country may be small, but it's the people who make it what it really is. Estonians have gone through a lot over the past centuries but they have survived all hardships and will be staying there, in their small beloved land, next to the Baltic Sea.

required to achieve improvements and it takes time to reach an investment decision. Corruption is common. Some politicians and employees try to make their own profit on DH business. Financing difficulties largely concern insecurity whether customers will remain because many have disconnected from district heating. National and local control is a certain barrier because DH companies partly get heat production costs covered by central Government and City Councils . Besides the mentioned problems, the entrance barrier for foreign companies should be rather low. Waste collection and sorting are now deficient but, on the other hand, new possibilities should emerge when Romania wants to introduce waste incineration, and waste is therefore considered to be a medium-size barrier in Table I. HOW TO OVERCOME BARRIERS This paper focuses barriers and omits more positive circumstances for district heating. It may be

14. Tribunals There are over 50 tribunals, each with its own jurisdiction. Tribunals may have many different names such as commission, committee, court. In some countries, like in United Kingdom, tribunals are the lowest level in court system, but in some countries, like Estonia, it is not part of court system. Tribunals are subject to judicial review which examines reasons for their decision and if made decision was in their power. Councils on tribunals check the openness, fairness, and impartiality, but have no actual power other than advising government about the problem they have found out about. Judging panel (a group of people who judge in tribunals) consists of 3 members. Lawyers do not like them, because they have a little role to play in the tribunal system as a lot of people can't pay for the lawyer services. For ordinary people tribunals are very important, because it increases the points of access to justice. Good

was a science in its youth; afterwards, it had matured. The direct cause of this development was the vast increase in radio communications. This heavy traffic meant that probably the richest source of intelligence flowed in these easily accessible channels. All that was necessary was to crack the protective sheath. As cryptanalysis repeatedly demonstrated its abilities and worth, it rose from an auxiliary to a primary source of information about the foe; its advocates spoke regularly in the councils of war. The emergence of cryptanalysis as a permanent major element of intelligence was the most striking characteristic of cryptology's new maturity. Another was the change in cryptanalysis itself. The science at last outgrew the mode of operation that had 1 dominated it for 400 years. This was chamber analysis, in which a single man wrestles with a single cryptogram alone in his room; Rossignol epitomizes the genre. As cipher systems grew increasingly
