Capital punishment should be abolished

Capital punishment should be abolished

1991. One of the reasons for not abolishing capital punishment are that a life long sentence is not as effective as execution, and that the death penalty affirms the right to life by punishing those who violate it in the most serious form. For example: death penalty should exist for serial killers. Another reason is that the criminals who would have been executed are now the country's responsibility and they use taxpayers' money. On the other hand, capital punishment is very inhumane. After the execution new evidence may appear and the criminal might turn out to be innocent but there is nothing to do because we can not bring back the dead. Another reason for abolishing capital punishment is the criminal's innocent family. The whole process can bring them serious trauma for years afterwards. In my opinion capital punishment should be abolished in Estonia because it is inhumane.

Capital punishment - inglise keel

Firstly I belive capital punishment should exist because if you gonna take somebody's life it is only fair when you pay for this with your own life. Many people are thinking how cruel it is for a criminal but we should also think of the families that are broken apart because of the merciless acts of these criminals. Secondly it is too expensive to hold prisoners who have lifelong punishment. Especially it affects countries who are financially disadvantaged. It is not fair that taxpayers have to maintain the murders. Thirdly death penalty scares potential criminals. Many people kill another people because they want to go to prison, but if they have to pay for it with their own life maybe they reconsider it. Capital punishment must be allowed. For a cold blooded killer, capital punishment is the only true way of justice. The world would be a lot less intimidating place when all the criminals who deserve do die, get punished by death sentance.

union. Most Americans today consider the Democratic party the more liberal party. Democrats believe the federal government and the state governments should be active in providing social and economic programs for those who need them, such as the poor, the unemployed or students who need money to go to college. Republicans are not necessarily opposed to such programs. They believe, however, that many social programs are too costly to the taxpayers and that when taxes are raised to pay for such programs, everyone is hurt. They often accuse the Democrats of making the government too expensive and of creating too many laws that harm individual initiative. For that reason, Americans tend to think of the Republican party as more conservative. There are other, smaller parties in the United States besides the two major parties. None of these smaller parties, however, has enough popular support to win a presidential election.

hand, if wind power were renewed in similar amount, it would cost only 868 million EEK per capita in a year. It means that if the wind power were renewed, it would be 17 370 millions EEK cheaper. The fact that wind energy saves resources and produces neither dangerous emissions nor toxic waste is also in favour of wind energy. Power from oil shale In the time when many world countries close factories that use fossil fuels, Estonia is starting to build new factories that work with oil shale. Taxpayers pay subsidy for oil shale in every year unconditionally the amount electricity produced and also when it is known that this source of energy has no perspective. Also it is not economically useful to produce electricity from oil shale. It would be more beneficial to use oil shale for producing oil shale oil. In present price of black oil, producing electricity from oil shale is causing 21 EUR loss per ton of oil shale. Conclusion

Illegal Immigration in America - essee

Americans but the truth is that immigrants are willing to work for very low wages and do jobs that the average American wouldn’t. A more convincing argument would be the rise in criminal activity caused by illegal immigrants. For example more than 60 percent of the Hispanic gangs in Southern California are made up of illegal immigrants. These gangs are involved with drug-distribution systems, murders and robberies. Another issue caused by illegal aliens is the cost for taxpayers. It has been estimated that the average immigrant without a high-school degree will cost the U.S taxpayer about $100,000. A major reason for all of these problems is that 60 percent of illegal immigrants haven’t finished high school. What can be done to fix the problem? It wouldn’t seem reasonable to just send every immigrant back to their home country. A better solution would be to punish companies who

The Dog fence

At first it was unsuccessfully used to try and keep out rabbits, with the fence built originally as a rabbit proof fence in 1884. It was more successful at keeping out pigs, kangaroos, emus. In 1914 it was converted into a dog-proof fence. The dog fence guards the world’s second largest sheep flock, after China’s. Without the barrier the sheep industry couldn’t exist. But more and more people – politicians, taxpayers, and animal lovers say that such a barrier would never be allowed today. With sections of it almost 100 years old, built by bushmen traveling with camels. By 1960 three states joined their barriers to form a single dog fence. Queensland has the longest fence with 2500 km long followed by South Australia with 2100 km The New South Wales fence covers 580 km. The Fence goes over sand dunes, past salt lakes, up and down hills, across plains. It stays away from towns

diseases, including tuberculosis and smallpox, have been almost wiped out. Antibiotics are substances, produced by living things, that are poisonous to harmful bacteria, but no the patient. The most important antibiotic is penicillin. Doctors can now also transplant organs such as the heart and the kidneys. 3. The National Health Service The National Health Service was established in Britain after World War II. The government funds it. All taxpayers contribute to its support through insurance payment. NHS made it possible that the benefits once available only for insured persons, or those who could afford it or as a form of charity, became available to everyone. The patient is free to choose his doctor, and change to another if he wishes to do so. The doctor may accept private patients while taking part in the service. About 97% of the whole population of Great Britain is using the service. Only

burden. An important question is also what the fiscal policy of the Estonian Government should be if Estonia joins the European Union and what requirements should be met in harmonising the fiscal policy. To be able to attain the main aims of Estonian fiscal policy the Estonian Government has to take concrete measures and make changes both on the revenue and expenditure sides of the budget: · Increase the efficiency of tax collection · Improve tax administration · Educate taxpayers in order to develop the understanding that paying taxes is a social agreement · Strengthen budget discipline and raise the efficiency of government expenditures and social programmes · Stimulate private sector saving · Find ways for increasing investments into human capital and research and development. 80

Pay-for performance-necessary or unsuitable way to increase efficiency in the public sector

Pay-for performance: necessary or unsuitable way to increase efficiency in the public sector

This needs a very good preparation for implementing pay-for performance. Another limitation that goes with pay-for performance is that public sector is fundamentally different from private sector and tools that work well in private sector may not work so well in public one. For example public sector’s budget unlike private sector organisations ones is limited and restricted. Since the incoming is dependent from tax revenues- it must be used responsibly, otherwise it may offend taxpayers. This reduces trust in public sector general and in government. Now weighing the good and bad effects of pay-for performance, it is possible to withdraw conclusions on weather to use the tool or not, in a very simplistic way. Bad sides overweight predominantly the good sides. In my opinion it is clear that even though pay-for performance has some very good effects on civil service performance it is not wise to use it, as our analyze shows, but we should also examine other factors we have

Whenever a European government becomes a shareholder of a bank, it sets some restrictions on the growth of its assets, sometimes pressuring the bank to quit risky foreign markets. Quite the opposite for Russian state-owned banks: they are actively expanding abroad thanks to financial resources granted by the government at prices below market value. Essentially, this means that they are building networks in other countries at the expense of Russian taxpayers. 30 The financial sector is typically a barometer for changes in long-term investment expectations for Ukraine. Even though foreign capital had been

Investors Handbook. A Legal Guide to Business in Georgia

Chapter IV Tax Legislation In September 2010, the Parliament of Georgia adopted a new tax code (the "Tax Code") which took effect on January 1, 2011. The Tax Code introduces several new initiatives and predominantly aims to improve the tax envi- ronment and attract investments to Georgia by offering an efficient tax administration and better protection of taxpayers' rights. At the same time, one of the major novelties of the Tax Code is that it incorporates both tax and customs legislation into a single legal act. This chapter offers general information about tax rates and provides an at-a-glance insight into the basic features of the Georgian tax system. Taxes There are two types of taxes in Georgia: general taxes and local taxes. General taxes are unified and mandatory throughout the territory of Georgia. These taxes are as follows:

Education

Presently, space is so limited at many universities, and demand so high, that only students with the highest grades are accepted. Let us expand our ability to enroll students, and aim to admit all qualified applicants. This exclusion of non-A students bothers me more than high tuition rates do. Students in college can work summer jobs, such as fishing off Alaska, to earn their tuition; it is not necessary for parents or taxpayers to pay their way. Scholarships, based on deserving factors, are okay if endowed by private giving. I like to hope that even students of poor grades yet much promise might thereby get a chance to excel, as would very poor or otherwise handicapped ones. With the grades I received in high school, I did manage to get accepted by the University of Washington in 1980. But today there is no way I would've made the cut, thanks to increased competition. Yet I am one of many who
