In 1066, William of Normandy brought a feudal system, where he sought the advice of a council before making laws. In 1215, this council got the Magna Carta from King John, which established that the king may not levy or collect any taxes , save with the consent of his royal council, which slowly developed into a parliament. In 1265, Simon de Montfort, 6th Earl of Leicester called the first elected Parliament. The Laws in Wales Acts of 153542 annexed Wales as part of England and brought Welsh representatives to Parliament. She was the Conservative MP for Plymouth Sutton until 1945.

For many centuries this document was an important symbol of political freedom. 67 A First Step The origins of Parliament are to be found in the reign of Henry III (1216–1272). In 1258 the nobles, under the leadership of Simon de Montfort 3, earl of Leicester, forced Henry to accept an advisory council, a first step towards parliamentary principle. De Montfort called it parliament (a discussion meeting), which comes from the French word parler (to speak). The council included only nobles. It was able to make laws, and to make political decisions. However, the lords were less able to provide the king with money, except what they paid him for the lands they held under feudal arrangement.
