them in the public interest are no different. 6 The public decision-making process is a procedure for generating a public good and the persons involved in it, whether they are the voters, judges, legislators, or civil servants, all can be expected to treat it as any other public good. A public good is a very special class of goods, which cannot practically be withheld from one individual consumer without withholding them from all. In other words, a public good is given to everyone. The free riders like public goods because they are easy to get to and there are tons of them. When there are this many goods, it is hard to spot some of them missing until a bunch are gone and by that time the free rider has moved on too. When this good is used and not paid for, the results can be very ugly. The free rider takes these goods for free, leaving the rest of the hard working people to make up the difference

Her pain- body may feel a magnetic pull to someone who it senses will give it more of the same pain. That pain is sometimes misinterpreted as falling in love. A man who had been an unwanted child and was given no love and a minimum of care and attention by his mother developed a heavy ambivalent pain-body that consisted of unfulfilled intense longing for his mother's love and attention and at the same time intense hatred toward her for withholding what he so desperately needed. When he became an adult, almost every woman would trigger his pain-body's neediness – a form of emotional pain – and this would manifest as an addictive compulsion to “conquer and seduce” almost every woman he met and in this way get the female love and attention that the pain-body craved. He became quite an expert on seduction, but as soon as a relationship turned intimate or his advances were rejected, the

noises. All other fears have to be taught to the child as he or she grows up. The two major fears we all develop are the fear of failure or loss and the fear of criticism or rejection. We begin to learn the fear of fail- ure if we are continually criticized and punished when we try some- thing new or different. We are shouted at and told, “No! Get away from there! Stop that! Put that down!” Physical punishment and the withholding of love, possibilities that scare us and make us feel inse- cure, often accompany these shouts and criticisms. We soon begin to believe that we are too small, too weak, in- competent, inadequate, and incapable of doing anything new or dif- ferent. We express this feeling with the words, “I can’t, I can’t, I can’t.” Whenever we think about doing something new or challeng-

Irish troops sent to the Congo as part of the United Nations force in 1960 spoke Gaelic over the radio, and the U.N. commander, General Carl von Horn of Sweden, called it the best code in the Congo. This is a kind of cryptography by default, depending upon a fortuitous ignorance—a defective cryptography. Effective cryptography deliberately establishes special rules of communication that deny information to those who would otherwise understand the messages. This withholding of information constitutes the essential element of that which is called "secrecy." Its extreme form is silence (which conjures up an Orwellian nightmare of the extreme form of eavesdropping—detection and interpretation of brain waves). An exhaustive investigation of the concept of secrecy would require, as
