to which they are considering exporting. This information can be used to determine whether a product or service would be considered essential, useful, a luxury or even undesirable in a target country. Some products and services might even be found culturally unacceptable. • Package colours, sizes and styles, and product functions can all require adaptation because of cultural requirements. • Exporters of consumer products will be affected by a country’s culture more than exporters of industrial goods or components because consumer products must be designed to meet needs, values and beliefs. 7 MAIN CULTURAL FACTORS 1. social & econimic crisis (more sheep, less foof crops, fences). In the 15th cent. A new middle class in towns was developing. Most merchants were well educated, considered themselves equals of the esquires & gentlemen of the countryside. The lawyers were another class of city people. In London they were considered equal in importance to the big merchants & clots manufacturers. By the end of the Middle Ages the more successful of these lawyers, merchants, clots manufacturers, exporters, esquires, gentlemen and yeomen farmers were forming a class of people with interests in both ton & country. This was also true in Wales & Scotland. This class was literate. Created a new atmosphere. Questioned the way in which the Church & the state were organised, for both religious & practical reasons. Believed it was partly because it was not economically practical. They also questioned the value of the feudal system, because it didn't create wealth.

country if the price of components imported from a non-beneficiary country does not exceed 40% of the total value of the final product or 60% in case of less developed countries. The Canadian government tries to promote and simplify the importation of goods to Canada by entrepreneurs from the beneficiary countries. For this purpose the Canadian government periodi- cally relaxes the applicable requirements. As a result, from 17th September 1997, the exporters of beneficiary countries are entitled to produce an Exporter's Statement of Origin instead of filing the certificate of origin (Form A). Despite these simplified rules, Georgian exporters should take into consideration the fact that the Ministry of Economy and Sustainable Development of Georgia does not issue the Form A certificate to products that are not covered by the Canadian GSP regime or that do not meet the 52 CYAN MAGENTA YELLOW BLACK 52

Business peciliarities in Ukraine and Bealrus

The State is just not able to refund prepaid VAT to the business. There is no mechanism to offset prepaid VAT against other taxes (CIT or payroll taxes). Prepaid VAT can only be offset against VAT liabilities to the State. In many cases such 42 offset may take months and years. Needless to say that inability of the State to refund prepaid VAT is one of the key factors limiting FDI in Ukraine. Obviously, Ukrainian exporters, for example steel producers, are the most affected by such situation. But this problem affects many businesses in Ukraine resulting to washing out companies' working capital and adding pressure on liquidity. The situation resulted in many companies in Ukraine going out of business exclusively due to VAT refund problem. The Group I'm advising was involved in construction and launch of brand new production plant in Ukraine. The process took approximately 1.5 years and the budget was EUR 6

smugglers' activities. Evidently the bootleggers discovered the weakness of their wireless operation, particularly their codes and ciphers, for in two years their radio and cryptographic organizations ramified at an enormous rate. Whereas in 1927-28 only two general systems were in use, changed only every six months, in mid-1930 practically every rum boat on the Pacific Coast had its own code or cipher. In May of 1930, for example, the Consolidated Exporters Corporation, with three shore stations, employed a different crypto-system from its headquarters to each of its "blacks," or rumrunning craft, while the mother ship corresponded with these blacks in an entirely different system. In the fall of 1929, this giant, which had gobbled up most of its competition in the Pacific, established a branch in Belize, British Honduras. Traffic in this Gulf Coast branch rapidly climbed to several hundred cryptograms a month. On the Atlantic side of
