What types of actions count as MEQR's? The concept of MEQR is wider in scope than quantitative restrictions. Implementation of Special Importance Investments 1. In the case of implementation of a special importance investment the investor shall be en- titled to inform the Agency on the State control undertaken in respect with the activity thereof.
