The European Union Law , The EU institutions

Law The European Union Law The EU institutions Lecturer: Matti Kauppi Student: Viktoria Gratšjova Tallinn, 2014 The institutions of the European Union form a complex and unique polity and, in determining whether or not this structure and the law making powers granted to each respective institution are inherently undemocratic, it is vital to define what is meant by the term ‘democratic’. In his Gettysburg address Abraham Lincoln referred to a government which was ‘of the people, by the people, for the people’and it is by this criterion that democracy is often judged. These principles are reflected in having equal access to power and in being equal before the law. It must be considered not only whether law making powers are granted to elected persons, but also whether the balance of power between institutions within the European Union promotes the ideals of democracy.

forms the cornerstone of the U.S. Constitution today. Since the colonies had very few individual rights, they declared certain fundamental rights that they deemed "inalienable." Democracy: The colonies had no say in the formation of the government, and had no representation in the lawmaking process. Consequently, they were attracted to the idea of democracy, where the government is "of the people, by the people, for the people," as Lincoln later expressed in his Gettysburg Address. Following which, Qalqashandi explains lucidly the principles of cryptanalysis and demonstrates with two examples. But this knowledge vanished in the Arab decline. The technique of cryptanalysis rests on two phenomena. One is that all letters are not used equally in any language. In other words, the first 26 letters of say, the Gettysburg Address do not contain one a, one b, one c, so on. Rather, some letters occur more often than others. The second phenomenon is that the proportions in which the letters occur remain constant. If 1,000 letters of the Gettysburg Address are counted and compared with 1,000 letters of a military dispatch and 1,000 of a sports story, the counts will show that in all three texts certain letters—always the same letters—will appear frequently. Other Jetters will appear very
