Spanish banks' high exposure to the collapsed domestic construction and real estate market also poses a continued risk for the sector. The government oversaw a restructuring of the savings bank sector in 2010, and provided some $15 billion in capital to various institutions. Investors remain concerned that Madrid may need to bail out more troubled banks. The Bank of Spain, however, is seeking to boost confidence in the financial sector by pressuring banks to come clean about their losses and consolidate into stronger groups. Therefore, it is usual for governments to avoid relying on volunteer donations, using taxes and, in some countries, conscription instead. In the case of defense spending, alternative perspectives of the free rider problem also exist. A free rider may be an individual or group of military contractors, ideologues, government officials or lobbyists that inflate the risk of enemies, or even convinces the state to launch an unnecessary and expensive war, in order to sell more arms and consolidate their power. In this example, the free riders avoid all of the personal risks of war while enjoying the benefit of tax dollars spent under the false popular perception of the urgent need for national defense. Government is indeed the primary mechanism by which societies address free rider problems. In addition to fiscal measures noted above, regulation is another form of collective action taken by governments to resolve free riders problems such as
are preferred in certain countries or regions depending on a number of econom- ical, historical and sociological reasons. Bearing this is mind, we can state that Spain is among the countries (most of them European) with a solid dubbing trad- ition. However, the introduction of DVD in the audiovisual market at the end of the previous decade, together with digitalization of television broadcast and the rise of accessibility policies in Spain have helped consolidate subtitling as an al- most necessary tool to watch audiovisual content in our country. Many scholars have devoted their research efforts to subtitling, having most of them started back in the 1990s. It is not intended to make here a detailed review of all their contributions, since some of them like Díaz Cintas (2003) and Chaume (2004) have carried out this task with rigor and completeness. Instead, this pa- per is intended to focus on the viewer as the key element of subtitling reception,

They probably thought of themselves as separate peoples, but they shared a common language and similar customs. *The 7 Anglo-Saxon kingdoms The first of the Anglo-Saxon kingdoms, which was popularly known as the Heptarchy (or the Seven Kingdoms), was founded in the latter half of the 5th century. Englan was divided into seven ancient kingdoms: Northumbria, Mercia, East Anglia, Essex, Kent, Sussex and Wessex. The period supposedly lasted until the kingdoms began to consolidate into larger units, but the actual events marking this transition are debatable. *St Patric and the Christianization of Ireland was a Christian missionary and is the patron saint of Ireland. Legend says that Patrick tought the Irish about the concept of the Trinity by showing people the shamrock, a 3-leaved clover. The christianization of Ireland began in the fourth century AD, before the arrival of St Patrick, but it was not until Patrick arrived that Christianity was firmly planted
regulatory capital as of January 1st, 2014 must be not less than EUR 15 million and as of January 1st, 2015 - at least EUR 25 million. By the end of 2012 less than half of the Belarusian banks met the EUR 25 million threshold. Currently minimum required amount of bank's regulatory capital is EUR 5 million. In the future, banks will require substantial external financial inflows to meet this standard, and a number of banks will be forced either to consolidate or to change owners. These changes can draw major Russian financial institutions into the Belarusian market, or open the possibility for mergers with Belarusian businesses as part of the expansion process. Thus, on the one hand, the Belarusian market is highly risky for European banks, the country should not anticipate large and well-known European banks to come and invest in Belarus. On the other hand, the new regulation concerning regulatory capital will force small
maintained in secrecy in New York jointly by the War and State departments, and perhaps its greatest achievement was its 1920 solution of Japanese diplomatic codes. At the same time, the Army's cryptologic research and code-compiling functions were handled by William Friedman, then as later a civilian employee of the Signal Corps. In 1929, Henry L. Stimson, then Secretary of State, withdrew State Department support from the Black Chamber on ethical grounds, dissolving it. The Army decided to consolidate and enlarge its codemaking and codebreaking activities. Accordingly, it created the Signal Intelligence Service, with Friedman as chief, and, in 1930, hired three junior cryptanalysts and two clerks. The following year, a Japanese general suddenly occupied Manchuria and set up a puppet Manchu emperor, and the government of the island empire of Nippon fell into the hands of the militarists. Their avarice for power, their desire to enrich their have-not nation, their hatred for white
