Second problem was physical impossibility to simultaneously transfer all the state notaries into the private notaries. And finally there are some actions in Russia based on legislative acts that can be made only by state notary. In connection with legislation development in Russia state notaries quickly supersede private notaries. The problem consists in country size and in historical heritage, that is why the process is not quick and simple. During research it became obvious that Russian Federation legislation requires big changes. In comparison with Estonian notarial legislation Russian legislation does not give a proper answers to some questions. Problem is the limitation of Russian notarial legislation.
