mandatory targets for reducing greenhouse emissions. Mr Bush, while talking yesterday about a "new approach" and "a historic undertaking", remains totally opposed. *"It was a total charade and has been exposed as a charade," the diplomat said. "I have never heard a more humiliating speech by a major leader. He [Mr Bush] was trying to present himself as a leader while showing no sign of leadership. It was a total failure." *In contrast with the early years of his presidency when he expressed scepticism about climate change and whether humans were responsible, Mr Bush acknowledged yesterday "energy security and climate change are two of the great challenges of our time. The United States takes these challenges seriously." He added: "Our guiding principle is clear: we must lead the world to produce fewer greenhouse gas emissions, and we must do it in a way that does not undermine economic growth or prevent nations from delivering greater prosperity."

metathesis.Another case in the passage: beorht/briht.Metathesis present in many languages, a universal phenomenon. For Instance, Proto-Indo-European had tworoots *spek- and the metathetical *skep-, both with the basic meaning of "look, observe, examine". The first is behind Latin words that produced such English loans as spectacle, spectator, expect, inspect, perspective, etc. The second is behind the Greek word for "examine" with the derivatives sceptic, sceptical, scepticism (one who examines things inevitably becomes sceptical about them!). Metathesis, essentially in the same sense, is also a term used in psycholinguistics. People assemble whole words in the brain, before actually uttering them. Thus, it is not unusual for slips of the tongue to happen in which sounds of the same word change places e.g. "brake fluid" turns into "blake fruid" ,"past fashion" > "fast passion" The same principle applies to whole phrasesand even sentences, which shows that

BARRIERS TO DISTRICT HEATING DEVELOPMENT IN SOME EUROPEAN COUNTRIES

Most of the district heating is produced in CHP plants. The problem concerning CHP (Table I) is that a large share of Czech district heating comes from coal-fired power plants with extraction turbines where the heat is produced at the expense of electricity , which is considered more valuable. The benefit of this CHP production is not allocated to the heat . Some biomass is used to produce district heating, but biomass use is complicated due to deficient fuel supply systems and government scepticism toward renewable energy. There is also much resistance to waste incineration from the public as well as from politicians. Financing may be a rather large barrier, partly due to a certain district heating disconnection tendency. The many private foreign district-heating companies in the Czech Republic may be a difficult target for Swedish and other district heating companies from abroad that are not

only a slave. She may also have hoped that if she confessed she would be spared. If so she was correct. Tituba was imprisoned for a while but she was not executed. Once the witch hysteria was over Tituba withdrew her confession. One of the most horrific aspects of the witch hysteria was that if you were accused and you confessed your life was spared. However if you were accused and you denied the charge but where then convicted you were hanged. Furthermore if you expressed scepticism about the witch trials you put yourself in danger. You might be accused to being a witch. The two other women steadfastly continued to deny any involvement in witchcraft. Sarah Osborne died in prison on May 10 while awaiting trial. Meanwhile more and more people were arrested. Firstly, In her confession Tituba claimed that she met a `tall man from Boston' (the authorities believed he must have been Satan). She said she was

Merton Norms Sociologist Robert Merton in The Normative Structure of Science (1942) identified 4 norms that rule scientific activity: 1. Communalism Scientific knowledge belongs to all. Scientists share knowledge. 2. Disinterestedness Scientists do not engage their personal interests in their judgements. 3. Universalism The truth of scientific claims does not depend on who is making it. 4. Organised scepticism Scientific ideas are subject to test by the community. The Autonomy of Science Merton norms assure the autonomy of science: No external influence. No internal abuse. Criticism: These rules are disproved or disputed by history and practice. Also, Merton excluded the cognitive-conceptual part of science from sociological investigation. Towards a sociology of scientific knowledge in the 1970s. The Sociology of Scientific Knowledge Science is part of society.

intellectuals, extended literary links with Europe and heightened aesthetic awareness. Eduard Vilde continued as Estonia’s prominent novelist, even in the midst of a new generation of writers that included Anton Hansen Tammsaare and Mait Metsanurk (1879-1957). In poetry, Tuulemaa (Land of the Winds, 1913) by Gustav Suits was innovative both in thematics and form: reflections on Man, homeland, world and universe in their connections and antagonisms, scepticism and disillusionment are illustrated in a mature and individual formulation. Drama was rising to a new level tackling complicated social problems: August Kitzberg’s tragedy Libahunt (The Werewolf, 1912). Before the historic watershed of 1917, the main genres of Estonian literature had attained a notable artist level. At the same time Estonian cinematography took its first steps. Cinematographic achievements had been first demonstrated in Tartu and Tallinn in 1896. The first
