You can use it if it's not directly prohibited by international law. In some areas nowadays it's prohibited, e.g. law of war. Earlier it was prohibited to use countermeasures in times of war, now it's clearly prohibited (collective punishments, any reprisals regarding civilian populations). Often used in cases of trade wars, if no limitations. Forms of international responsibility Political responsibility Most known form is satisfaction ­ the guilty side express its formal official excuses, the issue the statement that they are sorry, person responsible will be punished, or that they promise they won't do this again.
