If previously had Valga a multi-ethnic population, where no ethnic group had absolute predominance, then a few years after dividing the either side had dominant local ethnic. Already in the 1922nd on Estonian side of Valga there was the proportion of Estonians 74% of urban residents. A new phenomenon for the town citizens were border guards. Until the 1923rd the border was guarded by military units. After foundation, the Estonian Border Guard took this function. The new organization had individual division of Valga area and it started to work on 29th March 1923rd. However, on December 1923rd the division of Valga was closed and Valga district was joined to Petseri division
