What types of actions count as quantitative restrictions?
Quantitative restrictions are not just legislation, they can be administrative acts as shown by the Franking
Machine case (case 21/84).
Bans on imports can count as quantitative restrictions. (See cases of Commission v. Italy (Re Ban on Pork
