uncertainty in design make it difficult to fabricate materials offsite, and the fact is that most
construction work must be carried out on site, where working conditions are more unpredictable than
in a factory. Working on site instead of in a factory is conducive to ineffective work, resulting in
rework, working slowly and inventing work, thus leading to cost and time overruns. It creates the brick
wall effect: the results of preceding stages will be thrown over the wall into the hands of other project
parties, and this causes a loss of information and competence. However, the flow of accurate
information in project-based delivery systems (the construction industry) is crucial for successful
project outcomes.
