It should be one Estonian historical research's greatest priorities to distance itself from this, to seek after holistic, balanced accounts of the past. A mentor with the traits of a noble savage raises the interest for the hero to discover new worlds and philosophies and the consumer will leave his comfort zone with the protagonist. The question here is more whether one favors post-NPM (anti-NPM) or post-post-NPM, Weberian-based PA, the latter being the most advanced, and the most sophisticated, and now called the Neo-Weberian State (NWS). A common example of a free rider problem is defense spending: no one person can be excluded from being defended by a state's military forces, and thoes free riders may refuse or avoid paying for being defended, even though they are still as well guarded as those who contribute to the state's efforts. Therefore, it is usual for governments to avoid relying on volunteer donations, using taxes and, in some countries, conscription instead. In the case of defense spending, alternative perspectives of the free rider problem also exist. A free rider may be an individual or group of military contractors, ideologues, government officials or lobbyists that inflate the risk of enemies, or even convinces the state to launch an unnecessary and expensive war, in order to sell more arms and consolidate their power. In the later years historians have started to consider new perspectives and therefore they investigate using cultural documentations and anthropology.
