Large investments are required in the Romanian district heating systems. CHP plants and heat-only boilers must be replaced for environmental reasons. Distribution losses are enormous . Organisation is a rather large obstacle for district heating in Romania (Tabel ). The municipalities are now mostly in charge of the district heating systems but much lobbying is required to achieve improvements and it takes time to reach an investment decision. Corruption is common. Some politicians and employees try to make their own profit on DH business. Financing difficulties largely concern insecurity whether customers will remain because many have disconnected from district heating. National and local control is a certain barrier because DH companies partly get heat production costs covered by central Government and City Councils

Antud artikli eesmärgiks on välja tuua lobitöö mõju EL'i demokraatiale, kus demokraatiat nähakse kui sõltuvat ja lobitööd kui sõltumatut muutujat. Lobitööd on EL'i mängumaastikul kritiseeritud selle n.ö laastava mõju tõttu EL'i demokraatlikule toimimisele. Välja on toodud kolm peamist põhjust: 1) kõige tugevamad lobigrupid teevad kõige rohkem lobitööd, millega takistavad

Vastus küsimusele, kuidas ehitada üles demokraatlikku, kuid majanduslikult jätkusuutlikku eurotsooni tulevikus, on muutunud veelgi keerulisemaks kui enne kriisi. Nagu näitas 2012. aasta areng, siis aktiivsed muutused peavad ka tulevikus toimuma tasakaalustatud koostöö tulemusena riigi poliitilise eliidi, Euroopa Keskpanga ja Euroopa Komisjoni vahel. (Gitelson jt, 1996, lk. 175; Patterson, 2013, p. 230) Lobitööst on USAs saanud tõsiseltvõetav äri ja seadusega on kehtestatud isegi konkreetsed reeglid, mis nõuavad lobistide registreerimist ning nende tegevusi ja kulutusti kajastavate detailsete raportite esitamist (Patterson, 2013, p. 230). Üldjoontes võib lobitöö jagada kaheks erinevaks strateegiaks, millest ühte nimetatakse sisemiseks ja teist välimiseks lobitööks (inside vs. outside lobbying). Mõlemal juhul on tegu küll riigiteenistujatega suhtlemisega, kuid strateegiad erinevad nt selles osas, kes on ametnike mõjutajaks. Sisemine lobitöö kujutab endast püüet arendada ja säilitada lähedasi suhteid poliitika kujundajatega. Üldiselt on lobistide tegevus juba eos sunatud just nendele konkreetsetele poliitikakujundajatele, kes eeldatavalt huvigrupi eesmärke toetavad ega vastandu nende vaadetele.
