EG started membership recruitment campaign and launched registered NGO (Initiative for Reregistration of EG). Campaign has attracted attention and by November 2006 more than 1000 members were recruited. Green Party was reestablished on November 25th 2006 and party was reregistered by Court on December 6th 2006. Today EG has about 1500 members. Latest national elections turned out success and EG was able to reenter to the Paliament with 6 deputies from 101 seats. Though greens were invited to the governmet formation talks by winner Reform party and government program includes significant portion of greens programmatic goals, EG was left out from threeparty coalition Main issues addressed by EG are energy efficiency, new environmentally sound technologies and democratic decisionmaking process as well ensuring sustainability of the society. incentive for governors to join the party: with no independent electoral mandate, governors were forced to earn the approval of the president in order to secure reappointment (Reuter 2010: 299). Thus, the new law gave the president real power over the most influential regional actors in Russia and by doing that helped to maintain the electoral supremacy of United Russia. The amendment to the law ,,On the Election of Duma Deputies", which was passed in 2005 states that all 450 Duma members are elected on party lists in a single nationwide constituency under proportional representation (Law on Elections of Deputies to the State Duma, Article 1). The introduction of the PR electoral system, which removed independent candidates from the elections, assures that only individual political parties can compete. The amendment also increased the membership demands up to 50,000 with at least 500

Russia's legislature, called the Federal Assembly is a bicameral body, that consists of the Federation Counil and the State duma. The lower house in the Russian Federal Assembly is the State Duma. It is the more powerful house, so all bills are considered by them. The Duma doesn't have as much power to force the resignation of the Government. The President is allowed to disregard the votes of the Duma. The Duma has 450 members who are known as deputies. All the seats in the State Duma are elected by proportional representation (the deputy has to have at least 7% of the vote to qualify for the seat). Under the original 1993 constitution the elections were held after every four years. In November 2008, the constitution was amended to make the Duma's term five years ( " R u s s i a n p o l i t i c a l s ys t e m , " ) The upper house in the Russian Federal Assembly is the Federation Council. Aasta pärast alliansi sündi selgus, et välisministrite harvadest kohtumistest ei piisa asutatud tsiviil- ja sõjaliste organite kontrollimiseks ja järelevalveks. Seepärast asutati tsiviilorgan nimega Asenõukogu (ingl. k. Council Deputies) täitmaks nõukogu direktiive ja kooskõlastamaks oma allorganite tööd. 1951. aastal muudeti taas Nõukogu struktuuri. Sellest sai ainus ministrite tasemel kokku tulev foorum alliansis. Asenõukogu staatus muudeti tegelikult selleks struktuuriks, mis võimaldas alliansil otsuseid teha. Samal ajal loodi töö ettevalmistamiseks ja järeltööks rahvusvaheline sekretariaat, mida rahastati ühiseelarvest, millesse iga liikmesriik tegi eraldisi.

promises and freedoms were cancelled. On 3 June 1907, the oppositional II Duma was dissolved and a new election law came into force that was favourable for the government. The Russian political situation had nevertheless undergone an essential change: the Tsar accepted the assembling of the first parliament in 1906. In the empire's parliament -- the Russian Duma (which was regularly assembled from 1906 to 1917) -- Estonia was represented by 20 deputies. Of these, 13 were Estonians who formed a bloc with the Russian Constitutional Democrats' Party (cadets). Although the Duma was unable to solve the acute Baltic problems, it was nevertheless a means of making the Russian public and the world aware of them. The four main institutions as described in this constitution are the President of the Republic, the Parliament, known as the Assembleia da República (English: Assembly of the Republic), the Government, headed by a Prime Minister, and the courts. The President, who is elected to a five-year term, has a supervisory non-executive role: the current President is Aníbal Cavaco Silva. The Parliament is a chamber composed of 230 deputies elected for a four-year term. The government, whose head is the Prime Minister (currently Pedro Passos Coelho), chooses a Council of Ministers, that comprises the Ministers and State Secretaries. The courts are organized into several levels: judicial, administrative, and fiscal branches. The Supreme Courts are institutions of last resort/appeal. A thirteen- member Constitutional Court oversees the constitutionality of the laws.
