So, i agree with that statement. However, in my opinion our goverment has been doing some progress regarding crime prevention and social development. In its turn, even in a decent society no lacking primary needs there will be another kind of crimes, apparently harmless, such as: political corruption, bribery, money laundering, extortion, etc. The environment can change, but the mindset is still the same with tendency to ambition, greed and selfishness. Therefore, we prevent crimes not by kitting ourselves out in high-tech weapons or an efficient secret service, but by creating a whole environment that allows a definite change in our mind.
