The much-needed energy efficiency demanded a huge change in the whole of economy and society--as in Ukraine--a process known in Russia as modernization. The first necessary condition for modernization was to raise domestic gas and consequently power prices. A roadmap for doing that was accepted in late 2006, and an evident conclusion emerged. If Russians had to pay more, there was no reason why Belarusians, Ukrainians, and others should continue to be subsidized. The simple Russian proposition has had dramatic consequences for Ukraine.
