Southey creates tension by describing the location of the bell "Without either sign or sound of their shock / The waves flow'd over the Inchcape Rock;" - the ships are left clueless about the Rock that awaits, to tear them apart, under the clam surface. Art Museum of Estonia Art Museum of Estonia was founded on November 17th, 1919, but it was not until 1921 that it got its first permanent building ­ the Kadriorg Palace, built in the 18th century.
