These problems were solved with additional border agreement on November 1st, 1923. That agreement gave to border committee the right to change the disputed areas on borderland and Estonia got back that significant part of road Valga-Viljandi. This document also confirmed that the roads can be used by both neighbor countries citizens. There were 26 roads on Latvia and 24 roads on Estonia that could be used by borderland residents. Using these roads was allowed based on legitimacy cards after passing of general border checkpoints
