communication, and more—while recovering lost emphases from the past. The present essay is a first step in identifying useful elements of a new paradigm for addressing the future in planning. CORE ANALYTICAL CONCEPTS-Projection, Forecast and Plan. A projection is not a prediction but merely the result of entering hypothetical assumptions into a mechanistic quantitative procedure. A forecast represents a best guess about the future, achieved by adding judgment about the most likely future rates of behavior and other assumptions. Part of the judgment required for a forecast includes decision making about the quality of input data and what type of analytical model provides the most realistic results. Finally, a plan requires evaluation of the forecasted future for its level of desirability and potential alterability. Plans can be constructed to avoid undesirable

contains the compressed voice data. While circuit-switched telephony deals with the entire message, VoIP-based data transmission is packet-based, so that chunks of data are packetized (separated into units for transmission), compressed, and sent across the network--and eventually re-assembled at the designated receiving end. The key point is that there is no need for a dedicated link between transmitter and receiver. Packetizing voice data involves adding header and trailer information to the data blocks. Packetization overhead (additional time and data introduced by this process) must be reduced to minimize added latencies (time delays through the system). Therefore, the process must achieve a balance between minimizing transmission delay and using network bandwidth most efficiently--smaller size allows packets to be sent more often, while larger packets take longer to compose

Pay-for performance: necessary or unsuitable way to increase efficiency in the public sector

performance it is also important to analyze the different factors that my affect pay-for performance results. Every new tool, policy, plan needs to be evaluated and analyzed- to see weather it suits for a given country or not, so does pay-for performance. It means that pay-for performance needs to be linked and connected with annual plans and strategic documents. This is very time consuming and needs a lot of resources to begin with. Planning and rewriting documents, adding the tool principles into current documents and policies takes time that government agencies usually do not have. So the usual case is that pay-for performance tool is just added into some documents, it even may not be compatible with institutions strategic plan. This already makes using the tool very risky. For successful pay-for performance it is crucial that it is part of strategic management. Using the tool and implementing it successfully needs talented and capable managers.

Clusters of affixes can be used to form complex words. “An affix is a bound morph that (1) is not a root and (2) is a constituent of a word rather than of a phrase or sentence”

Using Blogs as a Platform in the TEFL

for beginners, nor do they allow students to learn from multiple perspectives or receive support from advanced students. They also create a relatively learner-centered environment that allows students to learn at their own pace (Yang, 2009). However, in my view, if the information that the students are learning is incorrect, then all of the students are being misinformed. Obviously, the spreading of misinformation is self-governed within the community, and it's the responsibility of people adding ed material to ensure that the material doesn't contain misinformation. Last but not least argument that speaks for the use of blogs in education concerns the fact that blogs might serve as a link between formal and non-formal education, where students learn to learn by themselves (Lissina, 2010). Moreover, the results of Anna Lindh Euro-Mediterranean forum show that such social media tools as blogs may provide major access to educational materials

guacamole – The origin of guacamole dates back to the times of the Aztecs. The word comes from the ancient Nahuatl (a dialect of ancient Aztec) phrase ahuaca-mulli, roughly translating into “avocado sauce” or “avocado mixture”, which Aztecs believed could be used as an aphrodisiac. Avocados were a New World food that became quite popular with the Spaniards, lending the term from the Aztecs. The Spanish conquistadors transliterated it as agucate, adding the Mexican world mole “sauce” to the end. It is said the Spaniards liked their avocados three ways, with salt, with sugar or both. martini (cocktail) - There are several popular theories about the origin of the name of martini cocktail. According to the first, the name comes from Martini & Rossi, an Italian firm that has been exporting vermouths to the U.S from the 19th century. There is no such thing as a totally sustainable tourism

Adventure Tourism Project Management Madli Tuvike There is no such thing as a totally sustainable tourism (Swarbrooke, 1999). Tourism as one of the leading industries in the world is contributing to sustainable development (Mintel, 2005). Tourism needs to cope with changing world and world order, also trends that are occurring. Sustainable tourism is one rising industry in tourism market. Swarbroke (1999) and David (2011) are suggesting that sustainable tourism and sustainability is taking wider part in tourism industry. Moreover, Mintel (2005) states that tourism contribution to sustainable development is being recognised increasingly by governments and international organisations. In addition, United Nations World Tourism Organization (UNWTO, a.i.) states that tourism nowadays takes full responsibility of impacts that it is making, such as current and future economic, social and environmental. The lighter grades of crude oil produce the best yields of these products, but as the world's reserves of light and medium oil are depleted, oil refineries are increasingly having to process heavy oil and bitumen, and use more complex and expensive methods to produce the products required. Because heavier crude oils have too much carbon and not enough hydrogen, these processes generally involve removing carbon from or adding hydrogen to the molecules, and using fluid catalytic cracking to convert the longer, more complex molecules in the oil to the shorter, simpler ones in the fuels. Due to its high energy density, easy transportability and relative abundance, oil has become the world's most important source of energy since the mid-1950s. Book Analog Interfacing to Embedded Microprocessors

attempt to control or measure the real world must somehow connect this analog environment to their digital machines. There are books about analog design and books about microprocessor design. This book attempts to get at the problems encountered in connecting the two together. This book came about because of a comment made by someone about my first book (Embedded Microprocessor Systems: Real World Design): “it needs more analog interfacing information.” I felt that adding this material to that book would cause the book to lose focus. However, the more I thought about it, the more I thought that a book aimed at interfacing the real world to micro- processors could prove valuable. This book is the result. I hope it proves useful. ix Introduction Modern electronic systems are increasingly digital: digital microprocessors, digital logic, digital interfaces

Maailmausundite statistika 3 - prognoos

The projection model was developed in collaboration with researchers in the Age and Cohort Change Project at IIASA, who are world leaders in population projections methodology. The model uses an advanced version of the cohort-component method typically employed by demographers to forecast population growth. It starts with a population of baseline age groups, or cohorts, divided by sex and religion. Each cohort is projected into the future by adding likely gains (immigrants and people switching in) and by subtracting likely losses (deaths, emigrants and people switching out) year by year. The youngest cohorts, ages 0-4, are created by applying age-specific fertility rates to each female cohort in the childbearing years (ages 15-49), with children inheriting the mother’s religion. For more details, see the Methodology.12

Even though the roles were small, moviegoers as well as critics took notice.[5] Hyde arranged for her to have minor plastic surgery on her nose and chin, adding that to earlier dental surgery.[18][19][20] The next two years were filled with inconsequential roles in standard fare such as We're Not Married! and Love Nest. However, RKO executives used her to boost box office potential of the Fritz Lang production Clash by Night. After the film performed well, Fox employed a similar tactic, and she was cast as the ditzy receptionist with Cary Grant and Ginger Rogers in Howard Hawks's slapstick comedy Monkey Business

However, the degree of severity of the gene's defect is variably expressed. The Witch Trials in Salem

apologised. Why did it happen? Nobody is certain but a number of theories have been put forward. It has been suggested that the people of Salem felt insecure and this was a contributing factor to the hysteria. They were afraid of Indian attacks and afraid of smallpox. Furthermore in 1684 King Charles II revoked the Massachusetts Bay charter. Although he gave another charter in 1691 this may have increased the atmosphere of fear and uncertainty. The winter of 1692-93 was also harsh adding to people's anxiety. Perhaps that made the people more susceptible to outbreaks of hysteria than usual. Furthermore there were conflicts between the wealthy families in Salem village. There was also conflict between Salem village and Salem town. It has been suggested that the witch hysteria was really an excuse for one group to attack another. Or perhaps there was some psychological explanation. Perhaps some psychological condition caused the girl's symptoms

new grammatical classes and although it can change the grammatical shape of the word, the meaning of the word stays the same. For example: consider, considered, considers. Open class words (content words) → These are the word classes that take in new words, for example by adding affixes to them or borrowing words from other languages. In English these words are most commonly nouns, verbs (not auxiliaries), adjectives and adverbs. Closed class words (function words) → These are words that do not take in any new words. In English the word classes are prepositions, pronouns, determiners and conjunctions.  Syntax is the study of how sentences are formed in a language

law as applied to women. Calendar The formal beginning of the Muslim era was chosen to be the Hijra in 622 CE, which was an important turning point in Muhammad's fortunes. The assignment of this year as the year 1 AH (Anno Hegirae) in the Islamic calendar was reportedly made by Caliph Umar. It is a lunar calendar, with nineteen ordinary years of 354 days and eleven leap years of 355 days in a thirtyyear cycle. Islamic dates cannot be converted to CE/AD dates simply by adding 622 years: allowance must also be made for the fact that each Hijri century corresponds to only 97 years in the Christian calendar. The year 1428 AH coincides almost completely with 2007 CE. Islamic holy days fall on fixed dates of the lunar calendar, which means that they occur in different seasons in different years in the Gregorian calendar. The most important Islamic festivals are Eid alFitr on the 1st of Shawwal, marking the end of the fasting month

-------------------------------------------------------------------------------- Circuits and Arithmetic The "4-Bit Adder" circuit is an example of a logic circuit that can work with binary numbers. Circuits can work with binary numbers as soon as you think of ON as representing the binary value 1 (one) and OFF as representing the value 0 (zero). The "4-Bit Adder" can add two 4-bit binary numbers to give a five digit result. Here are some examples of adding 4-bit binary numbers: 1011 1111 1111 1010 0111 0001 0110 0001 1111 0101 1010 0011 ----- ----- ----- ----- ----- ----- 10001 10000 11110 01111 10001 00100 The answer has 5 bits because there can be a carry from the left-most column. Each of the four "Adder" circuits in the "4-Bit Adder" handles one of the columns in the sum. You should test the

large scene. Modernist writers use both devices very often. Good example--J.Joyce "Ulysses" with its 40 pages without a single full stop. Quotation marks may imply that these words belong to other characters and the author feels ironic about these words or indicates that these words are used in some special, narrow meaning. The indented line also belongs to punctuation marks. In fiction, the indented line influences the reader, adding extra shades of meaning. If the writer presents his description as 1 very long paragraph, it means that he attaches equal importance to every sentence. If a separate sentence is patterned as one paragraph, it stands out as an emotionally prominent piece of information. From the rhythmical point of view, the alteration of long and short paragraphs adds to the rhythmical effect. Long paragraphs coming in succession create a monotonous rhythm. A sequence of short paragraphs creates a jerky rhythm.

ESTONIAN SYMPHONIC MUSIC. THE FIRST CENTURY 1896-1996.

In the following decades Tormis immersed himself totally into ancient runic song, its inner beauty and magic, and offering this to an international audience. His vivid individual choral style has won international appreciation and Tormis is considered one of the leading exponents of the folk music tradition in the contemporary Western world. All his choral work bears a strong affinity for Estonian traditional music; he is using runes in their purity, adding only what is necessary for expression. He comments: It is not I who make use of folk music, it is folk music that makes use of me… I feel the necessity to express the essence of it, its spirit, meaning and form. I believe that runic song is one of the highest and typical expressions of Estonian culture. 1 Tormis can be seen as a radical, using contemporary devices; heterophony, polytonality, poly-rhythms and clusters, however, their application is conditioned by the

Distributed Data Interface (FDDI). Data-link layer protocol specifications typically include the following three basic elements: * A format for the frame (that is, the header and footer applied to the network layer data before transmission) * A mechanism for controlling access to the network medium * One or more physical layer specifications for use with the protocol Frame Format - The data-link layer protocol encapsulates the data it receives from the network layer protocol by adding a header and footer to it, forming what is called a. Using the mail analogy given earlier, the header and footer are the equivalent of the envelope that you use to mail a letter. They contain the address of the system sending the packet and the address of its destination system. For LAN protocols like Ethernet and Token Ring, these addresses are 6-byte hexadecimal strings assigned to network interface adapters by their manufacturers. The addresses are referred to as

The first step in a delta-sigma modulation is delta modulation. In delta modulation the change in the signal (its delta) is encoded, rather than the absolute value. The result is a stream of pulses, as opposed to a stream of numbers as is the case with PCM. In delta-sigma modulation, the accuracy of the modulation is improved by passing the digital 10 output through a 1-bit DAC and adding (sigma) the resulting analog signal to the input signal, thereby reducing the error introduced by the delta-modulation. 10. 23. Mis on erinevus ühikutel dBi ja dBd antennide võimenduse näitamisel Antenna gain is then a measure of the amount of focus that an antenna can apply to the incoming signal relative to one of two reference dispersion patterns. Digi specifies all antenna gains in dBi. dBd refers to the antenna gain with respect to a reference dipole antenna. A reference dipole antenna is defined to have 2.15 dBi of gain. So converting between dBi and dBd is as simple as adding or subtracting 2.15 according to these formulas: dBi = dBd + 2.15 dBd = dBi - 2.15 Specifying antenna gain in dBd means that the antenna in question has the ability to focus the energy x dB more than a dipole. 24. Kuidas leitakse antenni kiirguse pealehe laius In a radio antenna's radiation pattern, the main lobe, or main beam, is the lobe containing the higher power.
