BARRIERS TO DISTRICT HEATING DEVELOPMENT IN SOME EUROPEAN COUNTRIES Abstract District heating (DH) offers low primary energy demand, high security of supply and small CO 2 emissions. Barriers to DH in the UK, Ireland, France, Romania and the Czech Republic have been compiled through publications and interviews. DH systems require large investments, have negative initial cash flow and long payback time, which obstructs financing. One actor should control DH from source to consumption. If the value chain is fragmented, contracts are required between the links. It increases risks and financing costs, like in the UK and Ireland, where DH is not established. There are few multi- family houses with central heating and it is expensive to build DH networks in built areas. The ancestors began to travel across the world shaping the landscape and creating new life as they went. Every major geographical feature in Australia has an aboriginal story to explain it. The Dreaming gets very abstract, it turns almost into another dimension. Aborigines believe that they are constantly living in the Dreaming and that every time they do something they leave an impression on the other reality. The Ancestor Spirits and their powers have not gone, they are present in the forms in to which they changed at the end of the 'Dreamtime' or 'Dreaming', as the stories tell. The stories have been handed down through the ages and are an integral part of an Indigenous person's 'Dreaming'.

I wanted to see other ways of living, to see if my way of living is the right way, to meet people from all over the world, to see what the outside world is about and to expand my way of thinking. Whilst these perspectives do convey a cosmopolitan sensibility, the notion of cross- cultural mobility engendering cosmopolitanism has been subject to intense scrutiny. Skrbis, Kendall and Woodward (2004) remind us that behind the abstract ideal of cosmopolitanism often lurks the privileges of wealth and citizenship of the mobile elite, whilst John Urry warns in an interview with Blok (2005, p. 81) that to position one as cosmopolitan is to try to produce ‘superior cultural capital over and against others’. Näitusel eksponeeritud CLAUDE MONET´ töö ,,IMPRESSIOON. TÕUSEV PÄIKE" (impressioon = mulje) mis andis kriitikutele põhjuse nimetada seda kunstnikerühma pilkavalt IMPRESSIONISTIDEKS.
