His seminal work, Cours d'économie politique, included a then little explored "law" of income distribution that would later bear his name: "Pareto's Law," or "the Pareto Distribution." It is more popularly known as "the 80/20 Principle." Pareto demonstrated a grossly uneven but predictable distribution of wealth in society--80 percent of the wealth and income is produced and possessed by 20 percent of the population. He also showed that this 80/20 principle could be found almost everywhere, not just in economics. Eighty percent of Pareto's garden peas were produced by 20% of the peapods he had planted, for example. In practice, the 80/20 principle is often much more disproportionate. To be perceived as uent in conversational Spanish, for example, you need an active vocabulary of approximately 2,500 high-frequency words. 1721 by the Treaty of Nystad. After the fall of Tsarist Russia in 1917, Estonians fought for their independence, and in 1918 the Republic of Estonia was established and endured until 1940. In the summer of that year the Soviet Union occupied all three Baltic states. As a result of the deep inner crisis within the Soviet Empire it became possible to re-establish the Estonian Republic in August 1991. A month later Estonia joined the United Nations. In 1997 the population reached 1.462 million; from this Estonians total 65% (950,124) and other nationalities 35%. The capital Tallinn, mentioned for the first time in 1154, has a population of 434,800 (1995). Other important towns are Tartu, Kohtla-Järve, Narva and Pärnu. Like the Welsh Government, Swansea Council recognises the importance of education in narrowing the poverty gap amongst children from low income families by providing them with the best possible start in life where they can achieve their full academic potential regardless of their background and circumstances. Therefore, in this light the Swansea Council embraces the Rights Respecting School programme in the belief it may have a positive impact to the reduction of the inherent deprivation of its population.
