This is a consequence of bad governments that hav not provided the least welfare throughout the centuries. So, i agree with that statement. However, in my opinion our goverment has been doing some progress regarding crime prevention and social development. In its turn, even in a decent society no lacking primary needs there will be another kind of crimes, apparently harmless, such as: political corruption, bribery, money laundering, extortion, etc. The environment can change, but the mindset is still the same ­ with tendency to ambition, greed and selfishness. Therefore, we prevent crimes not by kitting ourselves out in high-tech weapons or an efficient secret service, but by creating a whole environment that allows a definite change in our mind.
